I think this may be to protect rich people from angry mobs (“eat the rich”) Congress is known for giving something a nice name to get things passed.

Section 4 got moved to 5, and the new section 4 was inserted. From what I can tell it just designates mob violence as a hate crime? I can’t completely tell but here’s links to the new act that passed and the law that it amends. (as of now this page hasn’t been updated with the new section 4)

I’m not advocating violence but I think the rich are scared
