The idea of giving needles to addicts is a way to keep the addicts from dying sooner, rather than later, and filling up hospitals with non-paying patients. The money the addicts steal goes to buy the drugs that the politicians get kick-backs for letting enter their cities. This keeps the money flowing to those that are corrupt, and nothing will change, except more laws will be ignored to hurt the middle class, and remove your liberties.
