The city of Fargo was forced to deny an insanity plea to Arthur Kollie, the African immigrant who murdered 14 year old White girl Jupiter Paulsen.
Brooks, who posted about wanting to hurt and kill White people on social media prior to the parade attack has still not been charged with federal hate crimes.
