U.S. Health Secretary Robert F. Kennedy Jr. is preparing to launch a rulemaking process that could make it much easier for people injured by COVID-19 vaccines to receive compensation from the federal government, marking one of the most consequential changes yet to the vaccine injury program.
According to a federal regulatory agenda, the U.S. Department of Health and Human Services (HHS) plans to propose a rule in November that would establish a formal “injury table” for COVID-19 vaccines. The proposal would undergo a public comment period expected to run into early 2027 before any final rule could take effect.
Kennedy’s proposal would establish a table identifying injuries the government presumes were caused by covered COVID-19 countermeasures, including vaccines.
For an injury to be listed in the table, the rule will require “compelling, reliable, valid, medical, and scientific evidence” linking the injury to the vaccine. The rule would also specify the time windows in which those injuries must develop following vaccination.

Title: Countermeasures Injury Compensation Program: COVID-19 Countermeasures Injury Table
Abstract:
This proposed rule would establish the COVID-19 Countermeasures Injury Table for the Countermeasures Injury Compensation Program (CICP). The Public Readiness and Emergency Preparedness Act (PREP Act) authorized the Secretary of HHS to establish the CICP to provide benefits to certain persons who sustain serious physical injury or death as a direct result of the administration or use of covered countermeasures identified by the Secretary in declarations issued under the PREP Act. In addition, the Secretary may provide death benefits to certain survivors of individuals who died as a direct result of covered injuries or their health complications. One way that an individual who was administered or used a covered countermeasure can show that they sustained a covered injury is by demonstrating that they sustained an injury listed on a Countermeasures Injury Table (Table) within the time interval set forth on the Table. The Table will list and explain injuries that, based on compelling, reliable, valid, medical, and scientific evidence, are presumed to be caused by covered COVID-19 countermeasures, and set forth the time periods in which the onset of these injuries must occur after the administration or use of these covered COVID-19 countermeasures.

This table is huge. They denied thousands of injured people for years while calling everything rare. RFK Jr. steps up and forces the system to pay what it owes. Expect more claims now that presumption of causation exists.
