Russian strikes hit a high-voltage line in Kyiv on 11 October. Mayor Klitschko says the enemy is still attacking energy infrastructure. Water pressure drops on both banks of the Dnipro. Ukrenergo and DTEK report outages in multiple districts. Emergency crews start repairs once the alert lifts. The same city went dark on 8 October after earlier strikes. Trump posts later that day that both sides agreed to an energy ceasefire effective immediately. Ukrainian officials say they have no information about any such deal. Zelensky had already said Ukraine stops hitting Russian refineries only if Russia stops hitting Ukrainian energy.
