The Malta-flagged Agioi Fanendes loaded 40,000 metric tons of ultra-low-sulfur diesel at Primorsk on October 22 and is heading for New York, with arrival expected around November 7, according to LSEG and Kpler data. This is the first U.S.-bound Russian diesel shipment since President Biden’s 2022 ban on Russian petroleum products. Trump announced on October 9 that Russia would supply an initial 300,000 tons (roughly 2.25 million barrels) to U.S. and global markets, followed by larger volumes, after Russia partially lifted its own export ban imposed earlier this year following Ukrainian drone strikes on refineries. Kremlin spokesman Dmitry Peskov confirmed the first tanker is underway. The move comes amid efforts to ease high U.S. diesel prices ahead of November 3 midterms.
