The Smith-Mundt Modernization Act of 2012 allows for local propaganda intended for foreign audiences, which is dictated by intel agencies through Operation Mockingbird that used the media for disinformation purposes. Even though Mockingbird isn’t in operation anymore, that doesn’t prevent any cooperation between government agencies and media sway.
