The system is simple. Giant contracts with monopolies for products such as super telescopes or f-35’s that go billions over budget and don’t deliver on their original impossible promises. Giant profits are made on the ‘change orders’ and ‘delays’ for these projects. It’s all by design.
After years of dragging the projects along, and milking the gov purse the entire time, a new project is offered to ‘fix’ all the problems of the last one.
Rinse. Repeat.
