That is a way to encourage capital to NOT go into the Clean Power Generator business!!
If you can’t be rewarded for the risk you are taking … well one will deploy their capital elsewhere where it won’t be over taxes and the returns are more consistent.
It is that excess profits that BRINGS IN investment money in the early years of capital intensive business. Without that why would any investor invest in a risky NEW area of the investment world? And Europe wonders WHY all the new technology in the Internet World comes out of the US and virtually nothing comes out of Europe!! (duh!!)
