NEW SPEED LIMIT TURNS DC INTO GIANT SCHOOL ZONE:

Cash-starved DC has come up with another boneheaded revenue scheme — set the city speed limit to 20 miles per hour. Which is practically cruising speed.

The new law takes effect June 1.
