Comey was already spying on Flynn. He was concerned about Flynn’s relationship with a Russian ambassador.
That was Flynn’s job. He was expected to communicate with top world politicians.
Also with an incoming President, Obama had no business dictating who “by the book,” they could spy on.
It was unscrupulous and dishonest. He caused 3 and 1/2 years of fake Russian investigation crap and along with the deep state MSM constantly attacked the President.
