Shanghai lockdowns, by apartment block

Officially Pudong (the Eastern half of the city) is open. But the number of people not locked down there is zero, because lockdowns are enforced at the xiaoqu (apartment compound) level.
Authorities can therefore say the city is not locked down, but that individual apartment blocks may be.
