Ottawa Police acting on instructions from the Ottawa mayor and City Council have announced they will be implementing a “surge and contain” strategy to deal with the protestors.
Police are not commenting.
Surge and contain is a military tactic used to clear occupied areas.
A large overwhelming force advances into an area, attempting to displace the opposing force, slowly pushing them into a smaller area which they can then be contained.
