Governments are preparing for a crisis that could last longer than a few days

The latest development isn’t just another country telling people to keep food and water at home. Finland published a new report based on Ukraine’s experience, asking how a country keeps functioning through a crisis that could last for years. On the same day, Japan announced plans to ask households nationwide to stock at least three days of supplies, preferably a week. Britain had launched its updated emergency campaign just five days earlier.

These are different countries dealing with different risks, but the timing is worth looking at. Europe is now openly planning for war, cyberattacks and prolonged disruption. Japan is preparing for catastrophic earthquakes, while Britain is talking about hostile states, cyber threats and extreme weather. The common concern is that normal services may stop working, and help may not arrive quickly.

What do they know that we donโ€™t?
