September 25 — Perm refinery halted after another Ukrainian drone strike
Russia’s Perm refinery, its seventh-largest by processing volume, stopped operations after a September 25 drone attack damaged infrastructure including pipelines and storage units. Reuters reported that the refinery processed about 12.6 million tonnes of crude in 2024, producing roughly 2 million tonnes of gasoline and 5.3 million tonnes of diesel.
September 26 — Ilsky refinery in Krasnodar Krai hit
The Pavlovskaya strike therefore came only about two days after another reported strike on Russian oil infrastructure in the same region. Ukraine later acknowledged the Ilsky operation.
