Ukraine struck the Moscow Refinery during what Russian authorities described as the largest drone attack on Moscow, with fires reported at the refinery and hundreds of drones intercepted.
September 21, 2026 — Global diesel prices hit record highs
Reuters reported that global diesel prices had reached records while refinery capacity was already stretched. Russia had also banned diesel exports in July after Ukrainian attacks reduced refinery output.

Ukraine’s General Staff said the overnight operation hit two refineries, Perm and Novoshakhtinsk, along with an electronics plant and two Russian radar systems. Novoshakhtinsk also suspended operations.

The Ilsky refinery in Krasnodar Krai was also reportedly hit overnight, with a fire reported at the facility. The Kyiv Independent says the refinery identification could not independently be verified, although the regional governor confirmed a drone attack and fires at two industrial sites.
