BOOM: Vance Suspends Microsoft’s PERM Filings After a Probe Tied 6,000 Layoffs to 6,300 H-1B Hires

Microsoft, Adobe and six other tech companies suspended from green-card sponsorship program

The Labor Department suspended new and pending PERM applications involving Microsoft, Adobe, Cognizant, Infosys, Tata Consultancy Services, Wipro, HCL Technologies and Capgemini.

Microsoft had about 3,700 H-1B approvals in fiscal 2026

Vice President JD Vance accused Microsoft of laying off 6,000 American workers while obtaining 6,300 H-1B visas and nearly 3,000 green cards. Those figures are administration claims; Microsoft has not publicly responded to the allegations.

The suspension also hits some of the largest Indian IT outsourcing companies

Infosys, Tata Consultancy Services, Wipro, HCL Technologies and Cognizant are among the companies affected, alongside Capgemini.

Infosys shares fall toward a six-year low after the announcement

Infosys shares fell about 2.5% after the announcement, reaching their lowest level in nearly six years, while Cognizant also declined.

Nine universities are also being investigated over J-1 visa use

The administration announced investigations involving Harvard, MIT, Stanford, Yale and other universities over alleged misuse of J-1 exchange-visitor visas, expanding the crackdown beyond corporate technology employers.

Trump ordered federal agencies to scrutinize H-1B employers that lay off American workers

The executive order directs Labor, State and Homeland Security to consider whether employers have recently laid off U.S. workers when processing H-1B applications and orders reviews of previously submitted labor-condition applications. The White House
