Claim that Biden is funding crack pipe distribution in minority communities is completely true, but Snopes rates it Mostly False because… the same bill also does other things?

The problem is that the fact check is disingenuous. After reading the Snopes article, many would come away thinking that Biden is not funding crack pipes to crackheads. Simply putting a ‘to advance racial equity’ behind it does not render the former clause untrue. Most reasonable people would rate this Mostly True.
