Elon Musk: No ID is required to vote in New York State or California

Factcheck: True. Neither NY nor CA requires ID for most voters. Both rely mainly on signature matching. Narrow federal HAVA exceptions apply only to certain first-time mail registrants without prior verification; they may show photo or non-photo documents (utility bill etc.), or cast a provisional ballot. Maye’s no-ID vote in NYC matches current rules. (A CA Prop 39 on the Nov 3 ballot could change that state if passed.)
