That is the situation facing roughly 4,500 households in Hazle Township, Luzerne County, Pennsylvania, where NorthPoint Development has proposed Project Hazelnut, a campus of up to 15 data-center buildings in the Pocono foothills.

As demand for AI infrastructure accelerates, tax-revenue promises and school-funding pledges no longer reliably quiet local opposition. NorthPoint’s approach suggests the industry is recalibrating, trading institutional benefits for something more direct: a personal check with strings attached.

The Offer, Explained
NorthPoint’s revised community-benefits proposal reportedly totals $165 million. The household-grant fund accounts for $45 million of that, at roughly $10,000 per eligible household. A separate $15 million would go toward education, workforce training, arts, recreation, and youth programs. The remaining $105 million would flow to the township at approximately $7 million annually over 15 years, according to reporting by Lehigh Valley Live.
