Speaking at the White House National Conference on Mental Health on Monday, Vice President Joe Biden told a sometimes serious and sometimes jocular story about the two brain surgeries he needed in 1988 to deal with cranial aneurysms.
Biden told the White House audience “they take a saw and they cut your head off” and “they literally had to take the top of my head off.” He also recounted that as he was being wheeled into surgery he asked the neurosurgeon, “What are my chances of getting off this table completely normal?” The surgeon told Biden he had a better chance of living—and that that chance was in the 35 to 50 percent range.
Biden has shown signs of a gradual cognitive decline. This has become especially apparent during the 2020 campaign, where Biden has had numerous speech gaffes, wording mistakes, slurred speech, and has shown a general sense of not being able to answer questions or tell stories in a coherent manner.

One of the surgeries was to repair an aneurysm that was bleeding and another to prevent another one from bursting. The area of the brain affected deals with speech. This is a serious issue that more people need to be aware of. This would greatly explain the apparently cognitive decline that we are all seeing.
This man is not well and I feel genuinely sorry that he has to go through this sort of hardship. Cognitive decline is a gradual process that affects all of those around us in a very real way. This man should not be vilified for his slip ups, and I think we can all practice a little bit of empathy here. It is apparent that this may seriously affect him if he becomes the Nominee and potentially the president. I do not believe after watching this video that Biden is mentally fit to continue his campaign for president of the United States.
