NEW: ICE is hiring another 5000 employees after carrying out a record number of arrests over the summer, according to the New York Times.
Over the summer, in what the NYT is calling Trump's 'Quiet' ICE surge, nearly 150,000 arrests were made.

The arrest numbers and hiring numbers are telling the same story: the summer surge is being followed by another expansion of the enforcement apparatus. ICE had reached about 29,000 employees by July, and another 5,000 hires would amount to roughly a 17% increase from that level.
