NC opens phase 3 at 7% capacity tomorrow – how many PHASES will there be?

What will 7% do?
According to this you can only have 100 people within 10,000 SF.
Limits – 25 people indoor and 50 outdoor.
All bars still outdoor starting in the fall weather.
