Ohio resident boiling tap water, strange results

Again, a twitter link. I know some of you don’t like these but there’s a lot of good stuff posted there. Someone claiming to be boiling tap water in Ohio, strange white thick skinned bubbles are forming.

Anyone else experiencing this?
