"Reopen the economy" doesn't mean reopen at full capacity.
Q's the markets aren't factoring: How many small bizs can operate at 50% revenue for 6-12 mos. upon their respective state's reopening? How many can operate at 80% for 2 years? What happens if 10% UE is the new normal?
