The Bosnian Serb assembly is voting on whether to begin the process of opting out of the Bosnian army, judiciary and tax system. Such steps, called for by the nationalist leader Milorad Dodik, would represent a substantial step towards secession. The vote is likely to start the clock ticking towards a possible return to conflict.

There are very strong passions on both sides. The 1992-1995 Bosnian War, which left more than 100,000 people dead and millions homeless during the worst bloodshed in Europe since World War II) started after Bosnian Serbs, with the help of the Serb-led Yugoslav army, tried to create ethnically pure territories in Bosnia with an aim of joining Serbia.
Now the Serbs are systematically weakening the most important institutions in Bosnia and threatening a return to conflict.
Germany and NATO are furious, but Russia is standing firm in its support for Serbia and Bosnian-Serb leader Milorad Dodik, who led the secessionist vote.
