The bigger question is, if Congress’s approval rating is only 18% (and has been around this low for decades), why do people keep re-electing the same old swamp critters over and over for 40+ years?

Take Lindsey Graham for an example. Won his primary with over 70% of the vote, and then got re-elected with around 55% of the vote. Yet his approval rating alone is around 20%.
