Tiny Company in UK with only 3 staff handed £70 billion Net Zero Contract

I searched the Company. It consists of two directors and one secretary. It’s classified as a micro company, one with fewer than ten staff. How the hell did they get such a huge contract? And where’s the £70 billion coming from?
