Trump waives Graham Act Russia sanctions two days before they take effect after diesel deal

Trump signed an executive order Friday night waiving most provisions of the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, which he signed into law last month. The law would have imposed tariffs up to 100% on the top five buyers of Russian oil and gas and other sanctions, set to take effect Sunday. Trump certified the waiver as in the national interest. It follows a deal with Putin last week to import Russian diesel to ease U.S. fuel prices. Zelensky condemned the move amid Russian strikes on Ukrainian energy. Russia welcomed it. The waiver can be reversed later.
