But also there are innocent people perhaps in the crossfire or stray bullets into apartments or houses. Kids that just can't get out of the way.

Why risk getting shot at, or risk killing black man? They already made it clear, like with that 12 year old, that the people don’t want police to tell gang members to stop shooting their guns.
