It has to start somewhere. Communities must come together, look out for each other.
Return to the village mindset.
Most people are good, and united are strong and can defeat this terrible creep of societal decay and crime.
Criminal behavior is arrested when community members have had enough!
However, the ‘if you see someday something’ campaign is a government snitch program. While I don’t think he means this exactly, it does make me think of China’s neighborhood community police that rely heavily on snitches to enforce the social credit system.
