French lawmakers vote 11-10 to tax Netflix and Google €0.055 per GB of data sent to users. Big platforms pay, users may still feel it.

The National Assembly passed amendment I-1358 yesterday on the 2027 budget. It creates a tax of 0.055 euros for every gigabyte of data that content providers send to French internet subscribers. Internet providers measure the volume. The platforms pay. A cap limits it to 15 percent of French revenue or 2 percent of global revenue. Socialists say it could raise 10 billion euros a year based on Arcep figures of 200 billion GB of annual traffic. Google, Meta, Amazon, Netflix and Akamai make up about half of that traffic. The government opposed the vote. The same idea was rejected in the finance committee on October 9. It is not law yet and can still die in the Senate or later stages. Platforms could raise subscription prices to cover the cost. A 200 GB game download would carry about 11 euros in tax before any cap. The amendment text says the tax targets big international tech players that send most of the data to French homes.
