Massie posts that two weeks ago House passed bill greenlighting Spanish territory transfer to Morocco.
Every Republican except him voted yes.
Now same people act shocked at the invasion.
Bill is H.R. 8595 National Security Department of State and Related Programs Appropriations Act 2027.
Passed House 217-209 on July 15 2026.
Republicans 215 yes 1 no (only Massie).
Democrats mostly no.
Actual bill text has zero words about Morocco Spain Ceuta Melilla or any transfer.
The words sit only in the non-binding committee report.
Report says: “The Committee notes that the Spanish-administered cities of Ceuta and Melilla are located in Moroccan territory and remain the subject of Morocco’s longstanding claim.”
Then: “The Committee supports efforts by the Secretary of State to encourage diplomatic engagement between Morocco and Spain on the future status of Ceuta and Melilla.”
Same report also puts at least 20 million under National Security Investment and another 20 million Foreign Military Financing for Morocco.
Ceuta is Spanish enclave on North Africa coast population about 83 000 to 84 000.
Late July 2026 roughly 50 000 to 60 000 people crossed from Morocco by land and sea in two days.
That is more than half to 70 percent of the whole city population.
At least 57 dead on Spanish side some drowned some crushed at the fence. Numbers later hit 60 plus.
Most of the 48 000 plus already walked back to Morocco by Friday evening.
Spain sent army and more police.
Italy suspended Schengen travel with Spain.
France put extra police aircraft drones on its Spain border.
Trump called the pictures an invasion and said same thing coming to America if Republicans lose midterms.
Some migrants say Moroccan officers waved them through or said “go that way.”
Spain PM blames traffickers using a July court ruling that blocks quick sea returns.
Massie links the report language and the sudden flood as proof of fake outrage.
