The thing is, they haven’t counted blacks accurately in 40 years. They are closer to 35% today. For the last 50 years blacks have been paid to pop out as many kids as possible. A black girl who doesn’t have three kids by the age of 25 is seen as a failure.
They can’t have an accurate census, because if they did, we’d find out that whites are no longer a majority in the new America.
