Montreal, April 11, 2023 – In recent weeks, the political climate surrounding a donation received by the Foundation in 2016 has put a great deal of pressure on the Foundation’s management and volunteer Board of Directors, as well as on our staff and our community.

The Pierre Elliott Trudeau Foundation is an independent, non-partisan scholarship organization created with broad support in the House of Commons in 2002.

Citing politicization of a 2016 donation allegedly orchestrated by the Chinese government, the board of directors for the Pierre Elliott Trudeau Foundation has stepped aside.

Founded in 2002 — two years after the death of its namesake — the foundation found itself under scrutiny after a Globe and Mail report detailing a $200,000 donation from Chinese philanthropists Zhang Bin and Niu Gensheng was allegedly part of a 2014 plot by Beijing to influence newly-minted Liberal leader Justin Trudeau.

Over the last few months, the foundation has been referenced repeatedly amid reporting on foreign interference and alleged attempts by China to meddle in the 2021 and 2019 federal elections.

In February, it was first reported by The Globe and Mail that the foundation had accepted a $200,000 donation seven years ago, from a Chinese businessman with ties to the Chinese government. In March, the foundation announced it would be refunding the donation because of the potential China connection.

CEO of the organization at the time was Morris Rosenberg, a former long-time public servant who Prime Minister Justin Trudeau later tapped to author a report on attempts to interfere in the 2021 federal election. Rosenberg concluded that, while attempts were made, the panel whose work he was assessing, “did not detect foreign interference that threatened Canada’s ability to have free and fair elections.”

A report on the WE Charity fiasco released this month by the House of Commons ethics committee is yet another damning look at the Trudeau government’s handling of the matter, but it leads to an unexpected conclusion: that the conflict of interest scandal long seen as the heart of the affair wasn’t even the worst thing about it.

The report says that the government’s decision to sign an untendered contract worth $543.5-million with WE Charity was “deeply troubling” for reasons that had nothing to do with the organization’s relationship with the Trudeau family, and everything to do with the committee’s finding that Ottawa hadn’t done its due diligence with regard to WE.
