Wouldn’t do much good, except to rile the Dems up.
I’m sure the loony judge in Hawaii would be thrilled to pick up the reigns from the 9th.
The problem is that appeals can be filed in any jurisdiction they chose, which is why they nearly always choose our friends at the 9th.
