Washington says it will host Russia and Ukraine in Abu Dhabi on November 10–11, restarting negotiations that stalled when the Iran war broke out. Steve Witkoff and Jared Kushner will lead the American delegation. Zelensky said on October 23 that the three countries had agreed to meet, but warned that Russia had already allowed a similar meeting to fall through. The previous trilateral rounds took place in Abu Dhabi in January and February, followed by Geneva in February. Those negotiations failed to produce a settlement, and the new talks face the same dispute over territory and Ukraine’s security guarantees. Zelensky now says Ukrainian intelligence expects another major Russian attack on energy and logistics facilities during Election Day, November 3.
