UN report calls Russian energy strikes war crimes while Ukraine keeps hitting Russian refineries.

Independent inquiry delivered a report accusing Moscow of a deliberate state policy of attacking civilian energy infrastructure to inflict suffering. Ukrainian officials reported fresh ballistic missile strikes on Kyiv overnight that killed one and injured at least ten, plus more deaths in Kharkiv. Separately a local ceasefire in the Russian-occupied town of Oleshky, brokered with help from Melania Trump, took effect today so aid can get in to stranded civilians. Russia denies the war-crime framing and says the targets are military. Ukraine has been running its own long campaign of drone strikes against Russian oil refineries, terminals, and related infrastructure all year, including a 1,000-plus drone barrage on St. Petersburg oil sites earlier this month that set fires and cut power. The same UN commission looked at those Ukrainian attacks but said it could not dig deeper because Russia refused access and information requests. Both sides have hit energy targets hard, just different ones.
