Huge change coming for Food Stamps program.

• ABC, Sept 12: nationwide drop of roughly 5 million SNAP recipients since H.R. 1, the One Big Beautiful Bill, became law. CBPP puts children over 1.5 million. PBS Monday said 1.2 million kids in 25 states with public data, maybe 1.5 million if you fill in the rest.
• Work rules got harder. Able-bodied adults without kids now face requirements up to age 64, not 54. Caretaker exemption age dropped from 18 to 14. More paperwork. Arizona participation cratered by about half. Louisiana down about 21 percent.
• Oct. 1, fiscal 2027 starts: federal share of SNAP admin costs falls from 50 percent to 25 percent. States pick up 75 percent. USDA pegs that shift around $3.4 billion a year, about $16.9 billion over five years.
• Benefit dollars themselves stay federal for now. Starting Oct. 1, 2027, most states with error rates of 6 percent or more pay 5 to 15 percent of the actual food benefits. That is the second hammer.
• Drops are running faster than CBO guessed. CBO had about 2.4 million fewer people in a typical month once the law is fully in. CBPP says the fall is already past that and still going.
• Food banks say they cannot replace SNAP. Arizona network: SNAP usually covers five meals for every one a food bank serves. National figure closer to nine to one.
• Sen. John Boozman put a farm-bill delay of the cost shift on paper. It has not cleared the other chamber. White House did not comment to ABC on a delay. Ag Secretary Brooke Rollins has sold the work rules as a hand up, not a handout.
• Senate reconvened Monday. No SNAP delay vote landed with the first night’s business.
